A shelter lets a foreign manufacturer operate in Mexico under an established Mexican company's IMMEX permit, VAT certification, and administrative infrastructure. You fund the operation and run production; the shelter provides the legal and regulatory framework — HR, payroll, customs, trade compliance, accounting, and EHS — so you can focus on manufacturing.
It is not contract manufacturing. You keep full control of your production, quality, and engineering. The shelter runs everything that requires a Mexican corporate presence.
