Saltillo anchors one of Mexico's deepest automotive clusters. Together with neighboring Ramos Arizpe and the Derramadero industrial valley, Coahuila's capital is home to vehicle assembly from General Motors, Stellantis, and Daimler Truck, and GM has been building here since 1981.
Around those plants sits a dense supplier base in automotive, heavy trucks, appliances, and metal-mechanics. Just 75 miles from Monterrey and about three hours from Laredo, Texas, the busiest land port on the U.S.-Mexico border, Saltillo pairs an inland cost structure with direct access to the I-35 corridor. For a foreign company, the fastest way to tap that ecosystem is a shelter operation with a local partner.
Prodensa helps foreign manufacturers start and run operations in Saltillo under our shelter, so you can be producing in as little as 60–90 days without first incorporating your own Mexican entity, or within about 5 months via an independent operation.
What are shelter services?
A shelter lets a foreign manufacturer operate in Mexico under an established Mexican company's IMMEX permit, VAT certification, and administrative infrastructure. You fund the operation and run production; the shelter provides the legal and regulatory framework — HR, payroll, customs, trade compliance, accounting, and EHS — so you can focus on manufacturing.
It is not contract manufacturing. You keep full control of your production, quality, and engineering. The shelter runs everything that requires a Mexican corporate presence.
Multi-tenant or dedicated: your choice.
We're the most flexible shelter provider in Mexico, and we adapt to your business case:
- Multitenant shelter — the fastest way in (60–90 days). You operate under Prodensa's shared IMMEX entity with pooled resources and lower overhead. It's ideal for market entry and smaller operations.
- Dedicated shelter — a Prodensa-owned entity dedicated to you (5-8 months), with customizable processes, suppliers, and HR, isolated compliance and tax exposure, and a clean path to convert into your own subsidiary later.
Why manufacture in Saltillo?
Saltillo offers a combination few Mexican cities can match:
- A 45-year automotive base. GM's Ramos Arizpe complex opened in 1981 and was the first Mexican auto plant to export vehicles to the U.S. Today it runs stamping, assembly, paint, engine, and transmission plants with more than 5,000 workers, building the Chevrolet Blazer EV, Equinox EV, and Cadillac OPTIQ, with the Chevrolet Groove and Aveo joining in 2027. Stellantis's Saltillo complex in Derramadero builds Ram heavy-duty pickups and, since February 2026, the Ram 1500 on a new Light Duty line with capacity for up to 163,000 units a year, alongside engine and stamping operations. Daimler Truck builds the Freightliner Cascadia here with about 6,000 employees, exporting roughly 95% of output to the U.S. and Canada. Around them sits a mature tier-one network (BorgWarner, Aptiv, Martinrea, POSCO, Lear, Grupo Antolin, Adient, Yokohama, Nemak, and Mahle) alongside Whirlpool, John Deere, and Lennox. New entrants plug into an established supplier and talent network rather than building one from scratch.
- Cost and retention advantage over the border. Labor and industrial real estate cost meaningfully less in Saltillo than in border cities, and turnover is lower. Border markets compete for a transient workforce; Saltillo draws from settled, long-standing communities with generations of automotive experience, which shows up directly in training cost and quality consistency. It is also consistently ranked among Mexico's safest state capitals.
- Fast, redundant routes to the U.S. Highways 57 and 40D connect Saltillo to Monterrey and on to Nuevo Laredo, putting the Laredo crossing (the busiest commercial port of entry on the border) about three hours away. The CPKC main line (formerly Kansas City Southern de México) runs Saltillo–Monterrey–Nuevo Laredo, one of the highest-tonnage rail segments in the country, with Ferromex providing additional rail options. Heading south, Highway 57 links you to the Bajío and Mexico City, so the same plant can serve U.S. customers and Mexico's growing domestic auto market.
- Workforce depth. The Saltillo metro area (Saltillo, Ramos Arizpe, and Arteaga) is home to over 1 million people, the 14th largest metro in Mexico, with industrial engineering as the region's most in-demand degree. Universidad Autónoma de Coahuila, Tec de Monterrey Campus Saltillo, and Instituto Tecnológico de Saltillo run engineering and technical programs built around the region's manufacturing base, supported by applied research centers such as COMIMSA and CIQA.
- Industrial real estate and infrastructure. More than 30 industrial parks across Saltillo and Ramos Arizpe house over 300 companies, including Alianza Derramadero, Santa Mónica, Amistad Saltillo Sur, and La Angostura in Saltillo, and DAVISA Santa María, Parque Industrial Ramos Arizpe, and Amistad Aeropuerto in Ramos Arizpe — with land available for build-to-suit. The region is served by Plan de Guadalupe International Airport in Ramos Arizpe and sits about an hour from Monterrey International Airport.
